In this week's Raucous Caucus, educator and recruiter Tom Cushing covers major provisions of the Affordable Care Act, President Obama's version of universal health care legislation.

"The so-called Patient Protection and Affordable Care Act...has ten major titles, and seeks to do many things. It will be phased-in over several years, with a few parts already in effect, but most others to-come," Cushing writes.
